Dr. Gallagher is a licensed clinical psychologist with specialized expertise in severe mental illness and forensic assessment. She earned her doctorate in Clinical Psychology from Florida State University, completed her predoctoral internship at South Florida State Hospital, and then completed a postdoctoral fellowship at Tulane University School of Medicine.

Dr. Gallagher has worked in a range of clinical settings, including state and privately operated long-term and acute psychiatric inpatient facilities, serving both civil and forensic populations.

Dr. Gallagher regularly conducts forensic evaluations at both the state and federal levels throughout Louisiana. Her areas of expertise include competency to stand trial, malingering, sentencing mitigation, violence risk, and criminal responsibility evaluations. She conducts privately retained forensic evaluations and serves as a forensic evaluator at the Eastern Louisiana Mental Health System (ELMHS), the state’s secure forensic psychiatric hospital. Dr. Gallagher has been recognized by multiple courts as a qualified expert in forensic psychology and provides expert testimony. 

Dr. Gallagher also provides psychological consultation to the multidisciplinary treatment teams on Tulane’s Behavioral Health Units at University Medical Center. These units serve acutely ill, involuntarily committed psychiatric patients and function as primary training rotations for Tulane’s psychiatry residency program.

In addition to her clinical and forensic work, Dr. Gallagher is deeply committed to training, clinical supervision, and teaching. She provides clinical supervision to psychology interns, forensic fellows, and psychiatry residents, and teaches on a range of forensic and clinical topics within both psychology and psychiatry training programs. 

Complementing her clinical practice, Dr. Gallagher’s research interests lie at the intersection of mental health and the criminal justice systems. Her scholarly work focuses specifically on post-arrest diversion and forensic assessment. She has presented nationally at professional conferences, and her research has been published in peer-reviewed journals.
